Transforming social care through Direct Payments

The Think Local Act Personal partnership and the National Centre for Independent Living are joining forces to bring you a series of 9 regional events for England

The government has challenged councils to significantly improve take up of direct payments and work towards making them the default offer for adult social care.

We believe that this is the right direction of travel. Evidence from the recent POET survey has shown that direct payments significantly improve outcomes for all groups of people who use them, but so far increases in personal budgets have not been matched with increases in direct payments. Whilst direct payments are not right for everyone, we think that to truly transform Adult Social Care, much more needs to be done to make direct payments accessible, safe and manageable for the majority of people using social care services.

To coincide with the launch of Think Local Act Personal’s (TLAP’s) guidance on Direct Payments, TLAP, and the National Centre for Independent Living are hosting a series of 9 regional events across England aimed at giving practical support and tools to councils to make a step change in their local delivery of direct payments.

The events bring together a series of subject experts from key organisations in the field of direct payments including Think Local Act Personal, Skills for Care, the National Centre for Independent Living, Shared Lives Plus (formerly NAAPS UK) Community Catalysts, Groundswell and HMRC.

The workshops are aimed at senior commissioners and operational managers in councils, direct payments support organisations, providers working with DP recipients and self funders, and people using direct payments.

Each workshop will host up to 50 people and places will be allocated for each council area on a first come first served places. The workshops will provide practical advice and support in:

•	How to develop a strategy for making direct payments a default option
•	Understanding the key obligations for employing Personal Assistants
•	Commissioning good support services
•	Communicating with people about direct payments
