Barnsley Metropolitan Borough Council are inviting expressions of interest via the completion of a Pre-Qualification Questionnaire (PQQ) from suitably qualified, experienced and skilled providers with a proven track record of delivering innovative and varied services that produce sustainable reductions in the number of young people Not in Education, Employment or Training (NEET). The specific work packages are:

1. Assessment, Planning and Support (Initial Assessment estimated at £30k)

Eligibility checks
Individual learning plans
Skills for life assessment
Matrix accredited IAG

2. Peak Period Round Two (£275k)

In devising this workstream, emphasis is placed on a number of work packages which includes:

Vulnerable groups;
Engagement courses;
6 week motivation interventions;
Skills for Life (numeracy and literacy up to level 2);
Family IAG interventions:
6 week bridging courses aimed at young people needing additional support before being able to progress;
Built in progression routes; and
Multiple interventions

To deliver the workstream we would be looking for a partnership approach, where a number of providers would come together to deliver this workstream including the voluntary and community sector

3. Enterprise (£45k)

Building on the success of this pilot workstream and recognising the difficulty young people under 18 have in accessing finance, this workstream has been extended and would again focus on:

Developing and delivering a youth enterprise package for 16 ? 18 year olds. The package needs to be generic as exact service levels will be difficult to quantify.
Working with the young people on specific business ideas.
Targeting 17 year old ?movers? who have completed one year apprenticeships and have dropped out and are therefore registered as NEET.
Developing small enterprise pilots for the target group to nurture and grow their entrepreneurial flairs.

Selection is based on an evaluation process taking into account that the applicant has the following:

Capacity, capability and sufficient experience to deliver the service
Financial standing
Compliance with Equal Opportunities and Human Rights
Satisfactory Quality Management Systems
Satisfactory Health and Safety Policies
Satisfactory references

All organisations that achieve 70% or above at the pre-qualification stage will be invited to tender.

Completed questionnaires must be uploaded onto SCMS by 29th January 2010. Any submissions after this date will not be considered. Evaluation of the questionnaire will take place week commencing 1st February 2010 and the tender documents will be issued on the 8th February 2010.
