Kennelling of Stray Dogs
Description
Leeds City Council’s Dog Warden Service is seeking to procure a contract for the kennelling of stray dogs.
The Environmental Protection Act 1990 places a duty on local authorities to deal with stray dogs. This was amended by the Clean Neighbourhoods and Environment Act 2005, to include dealing with out of hours stray dogs, responsibility which was previously handled by the Police.
Leeds City Council appoints dog wardens to deal with stray dogs during office hours, (Monday to Friday excluding bank holidays). Officers collect strays and either return them to their owners (where known) or impound the animals.
Out of hours (evenings, weekends and bank holidays), the present arrangement allows members of the public or other agencies (e.g. RSPCA or the Police) to take a stray dog straight to a kennel, by prior appointment only.
Contracted kennels are also expected to take queries from members of the public looking for their lost dog. The kennels also act as agents for the Councils in the collection of costs and charges imposed on persons reclaiming seized dogs.
