Learning Disability Framework for Domiciliary Care and Supported Living Services
The City of Bradford Metropolitan District Council (the 'Council') intends to establish a framework agreement consisting of suitable learning disability domiciliary support, housing related support and supported living providers to help the Council deliver learning disability related service needs across the Bradford District and at the same time improve procedures to reflect best practice (the 'Framework Agreement'). Providers should note that the types of learning disability support services required may vary over time according to the needs of the individuals being supported and policy requirements. The Framework Agreement relates to adults with a learning disability from the age of 18 years and above.
The Council's Changing Lives Programme for people with learning disabilities, intends to commission and contract with providers that will deliver high quality and person centred services to adults with learning disabilities through the 'call off' process under the terms of the Framework Agreement.
The number of adults with learning disabilities within the Bradford District is approximately 2300. The providers will deliver and champion best practice with regard to support for individuals using person centred approaches and will engage in the individual reviews, provider framework activity such as training events, regular framework meetings, wider commissioning and strategic planning processes. There will be an expectation that providers will fully engage in the workforce development activity linked to the progressive and collaborative approach the Council wishes to undertake with the learning disability framework providers.
The Framework Agreement will be split into three lots as follows:
Lot 1: Learning Disability Domiciliary Support
Lot 2: Learning Disability Housing Related Support
Lot 3: Learning Disability Supported Living Services
The Framework Agreement will run from, based on an indicative start date, the 11th April 2011 and will be for an initial 3 (three) year period with an option to the Council (in its absolute discretion) to extend for a further 1 (one) year period.
All values and figures quoted are indicative only as the Council can not guarantee future requirements and levels of work that will be required.
