The West Yorkshire Probation Trust wishes to establish a Qualified Provider List for the provision of supervised Unpaid Work/Community Payback Offender Placements. The list will identify organisations that have the capacity and expertise to provide appropriate work and supervision of offenders which shall in all respects meet Ministry of Justice National Standards for Unpaid Work (UPW) requirements in Community and Suspended Sentence Orders.

Unpaid Work is the legal term used to describe this sentencing disposal, Community Payback is the term now employed by the National Offender Management Service to promote Unpaid Work to the public.

Unpaid Work is one of 12 possible requirements of a Community or Suspended Sentence Order. Offenders over the age of 16years can be sentenced to between 40 and 300 hours.

Work is to be undertaken in supervised groups of offenders which a Provider employed supervisor will oversee. The work provided should be rigorous and demanding to meet public expectations of punishment and provide payback to the Community. Placements will seek to maximise community and environmental benefit.

All worksites and placements will meet the placement quality standard and be subject to oversight, monitoring, quality assurance and Health and Safety Regulations.

There must be an element within the work placement which maximises opportunities for the development and accreditation of skills to meet the needs of unemployed offenders. Examples of such placements are environmental conservation, decorating and renovating of community buildings, recycling and working directly with charities.
