Sheffield City Council Lifelong Learning Skills and Communities is commissioned by the Skills Funding Agency to provide a range of programmes within the community for adult learners from 19+ onwards. Funding allocations are divided across community areas to ensure the needs of adults are met and are aligned with Community Assembly targets. A comprehensive planning process with Community Assemblies, which has been approved by Scrutiny, has been undertaken to ascertain the needs of each area for adult education.

Delivery is designed to meet these needs and to be delivered within the local community in liaison with local learning partnerships.

Expressions of interest are invited from suitably experienced organisations wishing to tender to act as providers within the commissioning framework

This tender exercise will establish which organisations have the capability and capacity to act as providers under the 19+ Adult Safeguarding themes. There will be strict criteria for judging tenders against financial stability, quality record, staff establishment, ability to keep data records.

The aims and objectives of the programme are:

To engage with adult learners who may have few or no qualifications, be unemployed or economically inactive or who wish to update their skills to improve their employment prospects, enhance their cultural lives, or contribute to their community.

To work together with existing well established local learning partnerships which are located in each Community Assembly Area.

To raise the level of learners? confidence and qualifications, to better enable them to make a positive contribution to society and to have the basic skills necessary when seeking employment.

Objectives:

To engage adults in community settings and especially hard to reach learners who are economically inactive
To initially assess and raise learners basic skills/ language skills
To offer nationally recognised qualifications in ICT, ESOL, and Literacy. Numeracy, Employability skills, Vocational qualifications
To promote progression to other training programmes especially adult apprenticeships
To promote progression to work
