      <description>&amp;nbsp;Scarborough Borough Council is seeking expressions of interest from residential landlords, owners of Houses in Multiple Occupation and owners of Bed and Breakfast/Guest Houses within the Borough to enter into contracts for the provision of temporary accommodation for the homeless. The Council are seeking to enter into contracts that will guarantee a fixed monthly payment to landlords for the provision of &amp;lsquo;designated units&amp;rsquo; of accommodation, available exclusively to the Council in order to help us discharge of legal obligations toward the homeless. BACKGROUND The Homelessness Act 2002 and Parts 6 and 7 of the Housing Act 1996 set out the legal responsibilities of Local Authorities in respect of the homeless. A key duty is the requirement to provide temporary accommodation for homeless people. Temporary accommodation needs to be used by the Council as an interim measure, whilst enquiries are being undertaken in order to establish whether or not a full duty is owed to offer the applicant permanent accommodation. Temporary accommodation is also used for the period between where a full duty has been established and permanent accommodation becomes available. At anyone time, the Council has around 20&#45;25 homeless single people living in temporary accommodation within the Borough. Average length of stay within this temporary accommodation is around 12 weeks. However length of stay can vary significantly. In some instances length of stay can be for a single night, in others it can be up to a year. We are ideally looking to enter into fixed term contracts with a number of providers (initially for one year with an option to extend as required) for the provision of 30 &amp;lsquo;designated units&amp;rsquo; of accommodation. Ideally we would like this accommodation to be provided in clusters or around 5 units per property and located in both Scarborough and Whitby, however larger clusters of accommodation shall also be considered. This accommodation is required to meet the need of single people and couples only. Given the nature of the service being provided it is important that the accommodation used and the management service being provided at the very least complies with minimum standards.

The Service Provider will be expected to deliver a flexible and person centred service to meet the needs of a diverse client group, ensuring their rights to dignity, safety and respect are promoted and maintained. The contract term will be three years with an option for the council to extend the contract for a further period of up to two years (full contract term).       <description>The Council wishes to purchase 14,700 hours of Domiciliary Care Services to support people to live successfully in their own homes with an appropriate range of person centred services. The Services are to be provided 365 days and nights each year if required by the Council for Service Users residing within the Kirklees area who have been assessed by the Council as requiring domiciliary support Services to achieve the following: &amp;bull; to provide choice in the domiciliary care market of at least three service providers in each Block Area (therefore, it is unlikely that any Service Provider will be offered more than one block contract in each Block Area); &amp;bull; possibly limiting the number of hours each Service Provider delivers to around 1,200 overall per week in order to reduce the risk to the Service Users in the event of a Service Provider failure; &amp;bull; establishing block contracts for adults; &amp;bull; simplifying the current pricing structures; &amp;bull; absorbing current spot contracts, apart from specialist domiciliary care, into the new blocks. The Council has 12 designated geographical areas covering the area administered by Kirklees Council, and has split each area into 3 blocks of hours. We are tendering a total of 36 blocks amounting to 14,700 hours of Service per week. If successful, each Service Provider must take work anywhere within that Block Area.
